Dominic Duke
Dominic Duke is a senior consulting actuary with the Hartford office of Milliman. He joined the firm in 2023.
Experience
Dominic is a credentialed actuary with 15 years of experience across the PBM, Part D plan sponsor, and pharmaceutical manufacturer spaces. He spent nine years at CVS Health, ending his time there as the signing Part D bid actuary for SilverScript Insurance Company, the largest Part D plan sponsor in the U.S. at the time. In that role he was responsible for coordinating and submitting compliant and competitive bids, working closely with formulary, trade, network, regulatory, adjudication, and other departments across the organization.
Dominic then spent four years as chief actuary of Novartis Pharmaceuticals Corporation, primarily responsible for Part D market access negotiations with the largest PBMs across a number of therapeutical classes and modeling associated impacts of the Inflation Reduction Act.
Dominic is currently responsible for building out Milliman’s Medicare Intelligence product and all underlying CMS ‘Research Identifiable File’ initiatives for the Milliman CMH Health Practice. With five years’ experience working with CMS and its ‘VRDC’ environment, his focus is on leveraging one the most valuable data assets in U.S. healthcare to provide unprecedented levels of strategic insights for Milliman’s Medicare-focused customers.
