Ali Marzolf
Ali Marzolf works with clients on various Medicaid healthcare policy projects. Her work in this area spans research, policy evaluation, and program development and implementation with primary focus areas in Medicaid 1115 demonstration waivers, behavioral health policy, and managed care quality strategy. She has helped state agencies identify and work through key issues related to state Certified Community Behavioral Health Clinic (CCBHC) implementation via State Plan Amendments and CCBHC demonstrations. Ali has worked with clients on a variety of projects related to value-based payment and contracting, as well as managed care quality strategy and operationalization.
Ali’s experience working with a variety of stakeholders helps her bring a unique lens to her work. She enjoys helping clients think creatively about new ways to innovate care and serve the diverse health care needs of their members.
Experience
Ali has over 10 years of extensive Medicaid policy experience across the provider, managed care, and state policy perspectives. Prior to joining Milliman, she was a deputy director at a national health care consulting firm on the organization's Integrated Care team. In that role she was responsible for leading a variety of projects within the Medicaid behavioral health field, including standing up a state peer support specialist certification program. Her expertise includes federal and state policy analysis, managed care quality management, value-based payment models, Medicaid waivers (including 1115 demonstrations and 1915(b) and (c) waivers), social determinants of health, health-related social needs, and health care systems transformation. Ali has experience developing Medicaid State Plan Amendments and strategies for state negotiation with the Centers for Medicare and Medicaid Services, including adding a new service and provider type to a Medicaid State Plan. She also has experience working for a national health plan in their National Medicaid office responding to Medicaid managed care procurement requests and conducting market analyses, as well as experience working for a local government Health and Human Services agency analyzing Medicaid, SNAP, and TANF policy.
